Girls from Apna Ghar in Rohtak were arbitrarily shifted to other shelter homes.

Excerpts from the High Court Appointed Panel report who met the inmates 

Bal Kunj Chhachhroli ...The elderly girls complained that they were often physically molested by Jaswanti, her brother Jaswant, her son-in-law Jai Bhagwan, her daughter Simmi, her cousin Sheela, her driver Satish and Home Counsellor Meena...The unanimous grievance of two elderly girls was that they were taken out for outings in a private vehicle by Satish, where the girls were singled out at the destination spotand taken to hotel rooms where policemen used to sexually abuse them.. 

Nari Niketan Karnal ...The children had earlier told us that elderly girls were taken out on the orders of Jaswanti on the pretext of cutting wheat which actually meant that they were being taken away to Jai Bhagwan’s house or other places for 2-3 days for sexual molestation/exploitation by outsiders/policemen, as well. The collective unfortunate complaints of all the five grown up girls who had been shifted here from Apna Ghar were that they were sexually molested, as ordered by Jaswanti, at the hands of Jai Bhagwan, Satish, policemen and outsiders, whereafter, they were made to suffer abortions, by giving tablets and inserting foreign objects in private parts...

The unanimous version of all these 11 adult females was that on the orders of Jaswanti they were forcibly administered a white powder by Jai Bhagwan and Satish, which was brought from Delhi and described as ‘Colgate’, after which they were forced into sexual encounters at a guest house near the Bus Stand, Rohtak... They complained of sexual molestation at the hands of Jai Bhagwan, Satish, policemen and other outsiders, which they were forced to undergo.... The children, on birth, were sold to people in the garb of adoption by Jaswanti in case of male children and if the children were females, she reared them for ultimately using them for immoral purposes...

Bal Gram Rai, Sonipat ...Children also complained of being kept naked for long periods of time even in winters and clicking of photographs in a naked state by Satish. The children also stated that elderly girls were taken away at night for dancing and immoral purposes by outsiders who frequently visited Jaswanti at Apna Ghar. All the children were made to consume intoxicants in the festival of Holi and colour was put on their private parts by Satish and Jai Bhagwan. 

Bal Bhawan Bahadurgarh Some children aged 5-10 years complained of perverse sexual abuse in form of oral sex by Satish and Jai Bhagwan. They also complained that they were stripped naked, suspended from the ceiling in reverse position with a cloth or dupatta and then beaten with a bamboo stick... They were also taken to temples and forced to commit thefts... 

Swadhar Shelter Home Bhiwani ...One of the inmates told us that a deaf and dumb girl, was sold thrice on the pretext of marriage and she used to run back to Apna Ghar. Another deaf and dumb girl is reported to be pregnant...
